136 appears to be designed for use with a bit brace to cut rings for Mason jars.
138 appears to be a slitter. The finger slides under the layer you wish to slit and lifts it into the groove as you slide it along. The first advantage is that you won't cut what's underneath. The second is that you won't cut your finger.

You're half right, it's for cutting rings but according to the seller it wasn't for mason jars.
I agree that it's some type of cutter, but what it's for in particular, I don't know.

Hmm, I'm wondering if there wouldn't be something interesting to be done involving a single color photo of the best 20 of these, arranged and lit in an interesting way.

The blade on this one doesn't seem thin enough to get the razor sharpness needed for leather, I tried cutting some and it didn't work well at all. I'm guessing it was meant for something else, maybe cloth as you suggest, or possibly linoleum as someone else mentioned to me.

It's a wild guess though. To cut linoleum, the blade is usually at another angle to better apply force.

139: From the first pic, I thought it was some kind of impossible puzzle, where you have to extract the trapped ball, but seeing the side view, I have no idea!
