Does anyone recognize the attached symbol. Do you know what it is or what it means? A friend has asked if I can find out for him and I've never seen it before. Please help if you can.

The symbol consists of a yellow circle, with the interior colored light blue. Consider that 0 degrees is up, 90 degrees is right, 180 degrees is down, 270 degrees is left; then the circle's radii at 180 degrees and 270 degrees are colored yellow, and two points along the 80-degree radius are colored yellow. Underneath the symbol is the caption 'THIS WAY UP'.
