The other thing I notice is that the computer tries to get at least one X on every row/col/diag as quickly as possible, and it values this more than getting 2 in a row.
One other thing: did you try calculating the odds for X when O makes a random move (or some kind of predictable move)? It seems unlikely that your opponent will actually make the computer-generated move.
