It's to do with bizarre behaviour from Diebold machines:

Mad dash to get out the vote = The automats voted the dog!

I think you're on to something there... Mad dash to get out the vote = Automated - the ghost voted. (thought devastated me too)

But the issue the headline refers to is, obviously, how the Mormons will vote. Mad dash to get out the vote = Utah, a most devoted ghetto.

Somebody claiming to be 'Peter L. Montgomery'

Some claim there's voter fraud in that party hacks are going to nursing homes, registering the senile to vote, and then actually casting the seniles' votes for their party's candidate.
