I wasn't motivated enough to solve the cipher originally, but Jim's comments provided enough of a lever to solve the puzzle, after which I retrosolved the cipher. Looks like the key starts with 'The matrix is...', but there doesn't seem to be enough to leverage it further and I couldn't find a suitable matching quote in a quick search.
Anyway, the decrypted end result (rot-13d and reformatted) is:
'N cnve bs cbjreshy fcrpgnpyrf unf fbzrgvzrf fhssvprq gb pher n crefba va ybir.'
